摘　　要：医疗物资供应是重大疫情防控的重要支撑,为增强重大疫情应对能力,须构建更完善、更高效、更灵活的医疗物资供应管理体系。文章首先分析了新冠疫情下医疗物资供应管理的主要问题环节和难点,然后提出了完善重大疫情下医疗物资供应管理体系的思路和一系列举措;新的供应管理体系由六大支柱构成:一是优化医疗物资供应管理体系的组织结构、建立指挥调度中心;二是提前制定应急管理预案;三是广泛建立公-公及公-私战略合作伙伴关系;四是储备安全库存和产能;五是健全基础设施与物流体系;六是构建基于区块链应用的医疗物资供应管理信息系统。在此基础上,剖析了重大疫情下区块链技术与医疗物资供应信息管理需求的耦合机理,提出了区块链在医疗物资供应信息管理中的应用模式。It is inevitable to build a more perfect,efficient and flexible medical supplies supply management system because that medical material supply is an important support for pandemic-hit prevention and control.In order to enhance the response ability to pandemic-hit,this study first analyzes the main problems and difficulties in the operation of medical supplies under the COVID-19 outbreak,and then proposes ideas and a series of measures to improve a medical supplies supply management system under the pandemic-hit.The new supply management system consists of six pillars:first,optimize the organizational structure of the medical material supply management system,and establish the command and dispatching center;Second,formulate emergency management plan in advance and promote it on a large scale;Third,widely establish public-public and public-private strategic partnerships;Fourth,reserve safety stock and production capacity;Fifth,improve infrastructure and logistics system;Sixth,build a information system of medical material supply management based on blockchain application.On this basis,the coupling mechanism between blockchain technology and medical material supply information management demand under pandemic-hit is analyzed,and application modes of blockchain in medical material supply information management are put forward.
