摘　　要：“双碳”目标对煤炭行业发展提出了新的要求。分析了“双碳”背景下我国煤炭行业发展面临的挑战与机遇,并从产能布局、科技创新、清洁利用、低碳发展等方面介绍了煤炭行业发展现状;指出,煤炭行业发展依然面临气候变化影响、新能源产业快速发展、煤炭供应精准调控和保障能力不足、技术原始创新能力不足等挑战。基于此,从政策、技术、环境等方面阐述了煤炭行业发展的重大机遇,并提出相关政策建议;认为,煤炭行业应设立高质量发展专项基金、促进优质先进产能加快释放、优化煤炭生产布局、建立完备的落后产能退出与煤矿关闭机制、推进低碳关键技术攻关、健全人才保障机制、增强政策向心力,从而推动煤炭行业高质量发展。The goals of carbon peak and carbon neutrality put forward new requirements for the development of the coal industry in China.The challenges and opportunities for the development of China's coal industry under the background of carbon peak and carbon neutrality were analyzed,and the development status of the coal industry was introduced from the aspects of capacity layout,scientific and technological innovation,clean utilization and low carbon development.It was proposed that the development of the coal industry still faced many challenges such as climate change influence,rapid development of new energy industry,lack of accurate regulation and guarantee ability of coal supply,lack of original technological innovation ability.On the basis,the major opportunities for the development of the coal industry were expounded from the aspects of policy,technology and environment,and relevant policy suggestions were put forward.It was believed that the coal industry should establish a special fund for high-quality development,accelerate the release of high-quality advanced production capacity,optimize the layout of coal production,establish a complete mechanism for the withdrawal of backward production capacity and the closure of coal mines,promote the tackling of key low-carbon technologies,improve the talent guarantee mechanism and enhance the centripetal force of policies,so as to promote the high-quality development of the coal industry.
