高速增长与高质量发展阶段二元创新活动属性——多样化还是专业化?

摘　　要：根据不同发展阶段对创新活动的内在需求,利用地级市层面三类专利数据测算了地区创新多样化和发明创新专业化指标,旨在探讨两类不同创新活动属性对不同发展时期经济增长是否存在异质性影响?研究发现:创新多样化和发明创新专业化对地区经济增长均产生了显著地正向作用,在高速增长时期,创新多样化能够较大幅度地促进经济增长,而在高质量发展时期,发明创新专业化能够较大幅度地促进经济增长;创新多样化对东中西三大区域人均GDP均产生了显著的正向激励作用,但是发明创新专业化仅对东部地区经济发展产生了显著的促进作用,对中部地区作用不显著,对西部地区产生了显著的负向作用;创新多样化对成熟型都市圈、成长型都市圈和培育型都市圈经济增长具有显著的促进作用,发明创新专业化对成熟型都市圈、赶超型都市圈和成长型都市圈经济增长具有显著的促进作用;进一步分析表明,创新多样化和发明创新专业化存在互补关系,能够放大彼此对地区经济增长的促进作用。This paper is to find whether these two different innovations have different impact on economic development in different development stages.This paper calculates the indicators of diversification in regional innovation and specialization in invention based on three types of patent data at the prefecture level.Authors of this paper found that:innovation diversification and invention specialization both had a significant positive effect on regional economic growth;in the period of high-speed growth,innovation diversification can greatly promote economic growth,whereas in the period of high-quality development,invention specialization can greatly promote economic growth;innovation diversification has a significant incentive effect on the per capita GDP of the three major regions,namely the east,west and middle part of China;the invention specialization has a significant promotion effect especially on the eastern region,but no significant effect on the central region,and a significant negative effect on the western region;the innovation diversification and invention specialization do have different impact on different types of metropolitan areas;Further analysis shows that there is a complementary relationship between innovation diversification and invention specialization.This relationship can significantly amplify each other’s role in promoting regional economic growth.
