地方小微企业融资环境评价体系的构建与实证检验——以陕西延安为例

摘　　要：小微企业的持续成长和稳健发展离不开良好的融资环境,目前国内外对小微企业融资环境的定量研究尚在起步阶段。本文基于小微企业与一般企业融资环境的差异度,间接测度地方小微企业融资环境,分别从融资环境的发展性、可得性和效率性等维度选择代表性指标,构建地方小微企业融资环境评价体系。本文收集陕西延安13个区县银行业金融机构相关数据,运用主成分分析法,对数据进行降维处理,得出13个区县小微企业融资环境量化得分。结果显示,该指标体系下延安市相关区县小微企业融资环境量化得分与融资环境的经验定性判断大体一致,这显示该指标体系在定量评价地方小微企业融资环境方面具备一定的代表性和有效性。The sustainable growth and steady development of small and micro enterprises can’t be separated from a good external financing environment.The quantitactive research domestic and abroad with small and micro enterprises are still in initial period.This article measured financing environment of small and micro enterprises indirectly,which based on difference degree between general entreprises and small and micro entreprises,selected representative indicators concerning divisions such as development,availability and efficiency,constructed a qualitative evalution indicators system.This article collected data from banking facilities of 13 counties in Shaanxi Yan’an,reduced dimensionality of the data and obtained the quantitative scores on financing environment of small and micro enterprises with the 13 counties.The conclusion displayed that the quantized scores on financing environment of small and micro enterprises which based the data from Shaanxi Yan’an is in accordance with the qualitative judgement on financing environment of small and micro enterprises with the counties in Shaanxi Yan’an,that showed the evalution system has certain representativeness and effectiveness on quantitactive research with local financing environment of small and micro enterprises.
