摘 要:农房抵押贷款具有鲜明的普惠特征,能够“低门槛”地满足农户金融需求,有效促进乡村振兴。但是,农房抵押贷款交易存在信息不对称,由此造成双重风险:一方面,金融机构面临借款人违约、抵押物处置困难等信贷风险;另一方面,农户容易遭受金融排斥。建议以信息失灵为视角,采取以下风险规制对策:一是引入第三方市场主体,增添农村金融市场的信息丰沛度;二是设立适当性评估程序,消减逆向选择问题;三是完善责任约束机制,降低道德风险影响;四是预设风险缓释路径,提升契约执行的可预期性。Rural housing mortgage loan has distinct inclusive characteristics,which can"low threshold"meet the financial needs of farmers and effectively promote rural revitalization.However,there are serious information scarcity and information asymmetry in rural housing mortgage transactions,resulting in dual risks:on the one hand,financial institutions face credit risks such as borrower default and difficult disposal of collateral;On the other hand,farmers are vulnerable to financial exclusion.It is suggested that all localities should take the following Risk Regulation Countermeasures from the perspective of information failure:first,introduce the main body of the third-party market to increase the information abundance of the rural financial market;Second,relax the qualification conditions of transaction subjects and break the information gap between borrowers and borrowers;Third,establish appropriateness evaluation procedures to reduce the problem of adverse selection;Fourth,improve the responsibility restraint mechanism and reduce the impact of moral hazard;Fifth,preset the risk mitigation path to improve the predictability of contract execution.
