摘　　要：目的:探索实践高等医学院校大型仪器设备购置论证过程和管理机制,为高等医学院校大型仪器设备购置管理提供建议。方法:梳理分析当前大型仪器设备购置管理细节中的需求调研不充分、购置论证流于形式、技术指标不严谨和功能验收不专业问题,建立行之有效的大型仪器设备购置管理规范机制。结果:通过完善购置管理制度,明确购置论证责任,加强采购政策培训和规范功能验收流程来优化大型设备购置管理,形成科学有效的大型仪器设备购置管理工作机制,提高预算的准确性和政府资金的有效利用。2021年资产管理部门指定维修中心技术人员参与大型仪器设备的验收工作,拒收验收不合格设备,仅此一项为学校减少损失93.9万元。结论:大型仪器设备购置管理工作机制改进现有管理途径和方法,能够促进学校资产配置的科学性、时效性和准确性,为医学人才培养和科研创新提供有力保障。Objective:To explore and practice the argumentation process and management mechanism of large instruments and equipment purchase in medical colleges and universities,and to provide suggestions for the purchase management of large instruments and equipment in medical colleges and universities.Methods:The problems of insufficiency of demand investigation and research,mere formality of purchase argumentation,inexactness of technical indicators and unprofessional functional acceptance in the details of current purchase management of large instruments and equipment were sorted out and analyzed,and the effective regulatory mechanism for the purchase management of large instruments and equipment was proposed.Results:The purchase management of the large instruments and equipment was optimized through improving the purchase management administration system,clarifying the responsibility to conduct purchase analysis,strengthening the purchase policy training and standardizing the functional and a scientific and effective working mechanism of the management of the purchase of large instruments and equipment was formed so as to improve the accuracy of budget and the effective utilization of government funds.In 2021,the asset management department designated the technicians of the maintenance center to participate in the acceptance of large instruments and equipment and rejected the equipment failed to pass the acceptance inspection,which alone had reduced the losses of RMB 939,000.Conclusion:Improving the existing working mechanism of the purchase management of large instruments and equipment can promote the scientific,timely,and accurate allocation of school assets and provide a strong guarantee for the cultivation of medical talents and scientific research innovation.
