摘　　要：本文首先简要介绍了美国国防部档案管理服务外包导致密级文件被窃的案件情况,其次从美国民法典等相关法律出发,对案件的判罚依据进行剖析,最后提出档案数据治理应有法可依、档案数据安全需要实现法际关系协调和必须严格执法三方面启示。First the paper gives a brief introduction of a case in which confidential files are stolen due to the archives management service outsourcing in the US Department of Defense, then analyzes the penalty basis of the case based on the US Civil Code and other relevant laws, and finally puts forward enlightenment from three aspects: archival data governance’s abidance by law,inter-legal relation coordination of archival data security and strict enforcement of law.
