中国特色政府理论话语创新的历史向度——兼论对“西方中心主义”的批判

摘　　要：20世纪80年代,政治学、行政学学科在中国大地恢复发展以来,中国特色政府理论话语建构取得了丰硕成果。检视既有的话语,学者更多的是揭示当下、规划未来,存在对历史向度重视不够的问题。在中国特色社会主义新时代,政府理论话语创新进入关键时期,迫切需要进一步解放思想、独立自主和反思批判,在历史向度下对政府的基础理论、问题和概念进行解构与重构。历史地看,当前的政府理论话语创新首先需要科学认识“两个政府”的历史生成问题,防范西方现代性政府理论话语中蕴含的“西方中心主义”带来的危害,进而在人类文明发展史和五千年延绵不断的中华文明史的意义上规划好“以中国为中心”的政府理论话语创新路径。Since the restoration and development of political science and administrative science in China in the 1980s,the construction of government theoretical discourse with Chinese characteristics has achieved fruitful results.Examining the existing discourse,scholars are more likely to reveal the present and plan for the future,but there is a problem that they do not pay enough attention to the historical dimension.In the new era of socialism with Chinese characteristics,the innovation of government theoretical discourse has entered a critical period,and there is an urgent need to further emancipate the mind,be independent and critical,and deconstruct and reconstruct the basic theories,problems and concepts of the government in the historical dimension.From a historical point of view,the current innovation of government theoretical discourse first needs to scientifically understand the historical generation of“two governments”,prevent against the harm of western centralism contained in western modern government theoretical discourse,and then plan the innovation path of China-centered government theoretical discourse in the sense of the development history of human civilization and the continuous history of five thousand years of Chinese civilization.
