摘 要:我国的城镇化在实践过程中形成了人口和资源快速积聚到少数特大超大城市的格局与趋势,给城市治理带来了巨大的风险和考验,不利于国家和社会的应急治理现代化建设。城市治理韧性有赖于国土空间的合理规划,以及在此基础上公共设施、服务与资源的科学而公平的配置。在新冠肺炎疫情防控常态化环境下,必须以国土空间优化布局为抓手,推动公共设施、服务与资源在不同城市和区域之间的合理配置,以安全韧性理念引领城市建设和治理,协调人口、资源与环境的关系,促进韧性城市构成要素之间的均衡发展,因城施策提升城市韧性治理能力,从而强化国家和社会治理韧性。China’s urbanization has formed a pattern and trend of rapid accumulation of population and resources to a few megacities in the process of practice, which has brought huge risks and challenges to urban governance and is not conducive to the modernization of emergency governance of the country and society. The resilience of urban governance depends on the rational planning of territorial space and the scientific and fair allocation of public facilities, services and resources on this basis. Under the normalized environment for the prevention and control of the COVID-19 epidemic, we must take the optimization of and space as the starting point to promote the rational allocation of public facilities, services and resources among different cities and regions, and guide urban construction and governance with the concept of security and resilience. The relationship between population, resources and environment promotes balanced development among the elements of a resilient city, and implements city-specific policies to enhance urban resilience governance, thereby strengthening the resilience of national and social governance.
