治理能力现代化视域下高教强省建设的行动逻辑

摘　　要：我国高等教育已进入高质量发展的新阶段,推进高等教育治理能力现代化与高教强省建设具有内在的逻辑耦合关系,治理能力现代化是高教强省建设的现实需要和内在动力。目前,省级高等教育治理仍然面临统筹欠缺、结构固化、线性思维定式、效果欠佳等困境。加强高教强省建设,系统提升省级高等教育治理能力的路径包括:推进依法治理,加强省级政府统筹的顶层设计;强化主体参与,完善治理体系;转变治理思维,创新治理方式;深化评价改革,推进智慧治理。China's higher education has entered a new stage of high-quality development.There is an internal logical coupling between promoting the modernization of higher education governance capacity and the construction of a strong province of higher education.The modernization of governance capacity is the realistic need and internal driving force for the construction of a strong province of higher education.However,due to the problems of provincial higher education governance,such as lack of overall planning,solidified structure,and backward thinking and mode,it is necessary to take a series of actions,for example,strengthening the overall top-level design of provincial government,improving the provincial higher education governance system,innovating the provincial higher education governance mode,and promoting the intelligent governance of provincial higher education,so as to give effective play to the driving force of the modernization of governance capacity which promotes the construction of a strong province of higher education.
