农村财政金融支持对新型农业经营主体培育效果的影响分析

摘　　要：破解新型农业经营主体面临的资金约束,是培育新型农业经营主体、实现农业现代化的必由之路,而农村财政金融支持是破解资金约束的有效途径。利用12省市的调研数据,采用结构方程模型,定量测度了农村财政金融支持对新型农业经营主体培育效果的影响。研究发现:金融供给、财政需求对新型农业经营主体培育效果具有显著的正向影响,而财政供给、金融需求效果不显著。在影响培育效果大小上,依次为金融供给、财政需求、财政供给和金融需求。农村财政金融供需之间未能有效对接,金融供需矛盾主要表现为新型农业经营主体的有效需求不足,财政供需矛盾主要表现为财政有效供给不足。为此,提出加强农村金融制度改革、促进积极财政政策提质增效等政策建议。Breaking the financial constraints faced by the new agricultural business entities is the only road to foster rural vitalization and realize agricultural modernization,and the fiscal and financial are effective ways to break it.In this paper,we quantitatively measure the influence of rural finance on the cultivation effect of new agricultural operating subjects by using structural equation model based on the survey data of 12 provinces and cities.The results show that financial supply and financial demand have a significant positive effect on the cultivation effect of new agricultural business entities,but the effect of financial supply and financial demand is not significant.Financial supply,financial demand,financial supply and financial demand are the order of influencing cultivation effect.There is no effective connection between rural finance supply and demand,the contradiction between finance supply and demand is mainly manifested in the lack of effective demand of the new agricultural business entities,and the contradiction between finance supply and demand is mainly manifested in the lack of effective supply of finance.Therefore,in the continuation of the financial support in the rural revitalization strategy,this paper puts forward some policy suggestions,such as strengthening the reform of rural financial system and promoting the quality and efficiency of active fiscal policies.
