基础设施投入效率的时空差异研究--以“一带一路”沿线国家为例  

On Temporal and Spatial Differences of Infrastructure Investment Efficiency--A Case Study of the Countries along the“Belt and Road”

摘  要:测算基础设施投入效率是推进“一带一路”地区基础设施高质量建设的一项重要且长期的基础性研究工作。文章运用DEA-Malmquist指数法对2008-2017年间45个“一带一路”沿线国家的基础设施投入效率进行测度,深度剖析“一带一路”地区基础设施投入效率的时间演变规律和空间差异特征。研究发现,在时间演变规律方面,中东欧、南欧、东南亚、西亚、南亚、中亚地区的基础设施投入效率均已进入瓶颈期,基础设施的建设发展问题已经凸显;空间差异特征方面,欧洲地区的基础设施投入效率整体优于亚洲地区,其中,南欧地区的基础设施投入效率整体优于中东欧地区,东南亚地区在亚洲表现最好,西亚地区优于南亚地区和中亚地区,而南亚地区的基础设施投入效率表现最差。Estimating the efficiency of“One Belt,One Road”infrastructure,is an important and long-term basic research work to promote the construction of high quality infrastructure.The DEA-Malmquist index method is used to measure the efficiency of infrastructure investment in 45 countries along the“Belt and Road”.The time evolution and spatial difference of infrastructure investment efficiency in the“One Belt,One Road”area are analyzed in depth.The results show that the efficiency of infrastructure investment is 45.It is found that in terms of time evolution law,the infrastructure investment efficiency in central and Eastern Europe,southern Europe,Southeast Asia,West Asia,South Asia and Central Asia has entered a bottleneck period,and the problems of infrastructure construction and development have become prominent.In terms of spatial difference characteristics,the infrastructure investment efficiency of Europe is better than that of Asia as a whole.Among them,the infrastructure investment efficiency of southern Europe is better than that of central and Eastern Europe,Southeast Asia is the best in Asia,West Asia is better than South Asia and Central Asia,and South Asia is the worst.
