以住房多维保障促进共同富裕——基于“适足住房权”视野的一种评估

摘　　要：在新的发展阶段,从低水平的初级保障走向高质量住房保障是完善社会保障体系推动实现共同富裕的必经之路。在“适足住房权”的概念框架下进行综合评估发现:我国住房保障体系在服务、材料、设备和基础设施的供应以及无障碍方面的保障优势较为明显,在住房权的法律保护方面也相对适足,但仍需在住房的可负担性、宜居程度、地点的选择以及文化环境兼容性几个方面加强保障。若要使发展成果更多更公平地惠及全体人民,住房保障应从多维度的均衡保障理念出发在中长期的微改造中重构城市空间和城乡格局,通过多样化的保障方式促进覆盖城乡的住房保障制度建设,不以量的整齐划一为向导,注重质的均衡保障,进一步促进共同富裕目标的实现。In the new phase of development, moving from low-level primary security to high-quality housing security has been unavoidable to improve the social security system to promote common prosperity. A comprehensive evaluation under the conceptual framework of "the right to adequate housing" shows: the current housing security system in China has advanced in the availability of services, materials, facilities, and infrastructures, as well as accessibility, and it is also relatively adequate in terms of legal security of tenure, but other aspects include affordability, habitability, location, and cultural adequacy still needs to be strengthened. Allowing the achievement of housing security development brings more benefits and leads to a fairer state for all people. This paper suggests proceeding from the concept of multi-dimensional balanced security to reconstructing urban space via micro-renovation and reconstructing urban-rural patterns in the medium and long-term. This will further promote the construction of a housing security system covering both urban and rural areas through diversified security methods which are not guided by the uniformity of quantity but focus on balanced security of quality, and the final realization of the goal of common prosperity.
