摘　　要：按照“理念—行动者”框架分析,社会治理创新竞争是国家治理理念转变下地方政府的策略选择,是央地委托代理关系中地方政府对中央政府期望的一种回应。在这一过程中,地方政府基于自身利益展现出有限理性行为,出现了为竞争而创新的行为偏差,展现出弱GDP产出与强注意力分配、实质空间扩展与自主空间紧缩、问责制度强化与治理创新竞争三重悖论。地方政府社会治理创新竞争异化的目的在于获取更多的激励资源,其通过安全创新空间、上下级共谋等形式,一方面与中央政府进行博弈,另一方面则与其他“创新共同体”进行竞争,揭示出为竞争而创新的缘起、演变与强化的逻辑过程。中央政府应推进边缘革命向顶层设计转向、完善监督与官员评价等治理制度,地方政府应转变治理观念,同时强化社会治理创新中的政社协同,真正通过社会治理创新增进社会整体福祉。According to the analysis of the framework of“idea-actor”,the innovative competition of social governance is the strategic choice of local governments under the transformation of national governance concept,and it is a response of local governments to the expectations of the central government in the central local principal-agent relationship.In this process,local governments show limited rational behavior based on their own interests,and there is a behavior deviation of innovation for competition,showing the triple paradox of weak GDP output and strong attention distribution,substantive space expansion and independent space contraction,accountability system strengthening and governance innovation competition.The purpose of local governments’social governance innovation competition alienation is to obtain more incentive resources.Through the forms of safe innovation space and collusion between superior and subordinate,on the one hand,it plays a game with the central government,on the other hand,it competes with other“innovation communities”,revealing the logical process of the origin,evolution and strengthening of innovation for competition.Based on this,the central government should promote the transition from marginal revolution to top-level design,improve the governance systems such as supervision and official evaluation,and local governments should change the governance concept,strengthen the political and social coordination in social governance innovation,and truly improve the overall welfare of society through social governance innovation.
