摘　　要：在“媒介化社会”和“全球风险社会”加速演进、复杂耦合的挑战下,应对重大突发风险事件亟待提升媒介化治理能力,这是国家治理能力现代化面临的一个重大理论和实践问题。从“媒介化”对风险治理既有范式带来的治理挑战及变革可能性出发,综合多学科视角,分析其内涵及生成机理,可以将重大突发风险事件媒介化治理能力解析为党的全面领导下多元耦合的“媒介自律能力—媒介协同治理能力—媒介国际合作治理能力”三个能力圈层,并据此构建出多圈层耦合能力体系框架。重大突发风险事件的媒介化治理能力建设本质上是因应“媒介—风险—社会”的共生关系,基于媒介自律前提,释放媒介作为新型治理工具和新型治理主体的建构性潜能及制度化力量,继而促成多圈层能力耦合集成、增强治理韧性的动态过程。这一进程是因应风险媒介化和媒介化风险的治理变革,也是国家治理能力的升维跃迁。It is urgent to improve media governance capacity in response to major risk emergencies under the challenges of the accelerated evolution and complicated coupling for the“media society”and“global risk society”,and it is a major theoretical and practical issue faced by the modernization of national governance capacity.In this paper,the media governance capacity of major risk emergency is resolved to three spheres of“media self-discipline capacity,media cooperative governance capacity,and media international cooperation governance capacity”under the overall leadership of the Communist Party of China through the analysis of the connotation and formation mechanism combined with multidisciplinary perspective in the point view of governance challenges and possible revolutions caused by the existing paradigm of“medium”.A multi-sphere coupling capability system framework is then proposed.The construction of major risk emergency media governance capacity is essentially a dynamic process in response to the symbiotic relationship of“media-risk-society”based on the premise of media self-discipline,which releases the media as a"constructive"potential and"institutionalized"force for a new governance tool and new governance body,and in turn contribute to multi-sphere of coupled integration,enhance its capability of governance toughness.This process is a governance revolution in response to the risk mediating and mediated risk,as well as a transformation of national governance capacity.
