习近平新时代海洋发展观的历史视角

摘　　要：习近平高度重视国家海洋发展问题,他关于“一个总目标、两个原则、两大任务、一个基本路径”的海洋强国思想,已形成系统完整的习近平新时代海洋发展观。这是习近平以马克思主义为指导,统筹国际国内两个大局,统筹陆地与海洋两个方面,深刻把握世界海洋史、中国海洋史的发展趋势,顺应中外海洋历史发展潮流,在世界处于百年未有之大变局的关键时点上,高屋建瓴进行的理论与实践的重大创新,是大时代、大格局、大战略、大智慧的体现,是对新中国海洋发展思想的继承与发展,是我国实现海洋强国,构建海洋命运共同体的指导思想。General Secretary Xi Jinping has attached great importance to the country’s maritime development. His thought on building ocean power that combined by one general goal, two principles, two tasks and a path, has already developed into a systematic and complete concept on China’s ocean development for a new era. Integrating the basic tenets of Marxism with, based upon an overall consideration on domestic and international situation, on land and marine development, upon a profound understanding of laws of development from the marine history of both China and world, the concept born at such a crucial time when the world is going through complex and profound changes unseen in a century, is such a great theoretical and practical innovation, embodies four characteristics of Xi Jinping Thought on Diplomacy—the great age, the great pattern, the great strategy and the great wisdom, shows an inheritance and development to collective wisdom on marine development of CPC Leaders since 1949,and finally becomes guiding principle which leads China’s marine career to“strengthen up”,as well as guides China to be a marine power, to finish building maritime community with a shared future.
