摘　　要：沙特阿美石油公司遭受无人机袭击是恐怖主义组织首次采用无人机携带炸弹的方式直接袭击重要民用工业设施。在石油储备基地成为新的恐怖袭击目标的新形势下,加强石油储备基地低空安全建设,随之成为国家安全工作的重要组成部分。立足我国石油储备基地的实际,探讨了低空安全防御模式,提出根据《中华人民共和国反恐怖主义法》的要求,推动构建我国反恐保护重点目标低空安全防御技术体系,加强对无人机等“低慢小”航空器的预防及处置能力。The drone attack on Saudi Aramco was the first time a terrorist organization has used drones to carry bombs to directly attack an important civilian industrial facility.Under the newsituation that oil reserve bases have become new targets of terrorist attacks,strengthening the low-altitude security of oil reserve bases has become an important part of national security work.Based on the actual situation of China's oil reserve bases,we discuss the low-altitude security defense model,and propose to promote the construction of a low-altitude security defense technology system for key targets of anti-terrorism protection in China according to the requirements of the Anti-Terrorism Law of the People's Republic of China,and strengthen the prevention and disposal capability of“low,slow and small”aircrafts such as drones.
