基于效率视角的经济高质量发展路径研究——来自陕西省11市(区)的证据  

Research on Ways to Promote High-Quality Development Based on Efficiency Perspective——Evidence from 11 Urban Areas in Shaanxi Province

摘　　要：我国经济已由高速增长阶段转向高质量发展阶段,故根据实际效率来制定各地区高质量发展路径更具有可操作性。以陕西省为例,选取2017年经济发展数据,通过调研访谈法、文献研读法和聚类分析法构建陕西省经济高质量发展评价指标体系,进而运用DEA方法对陕西省11个市(区)的高质量发展相对效率进行测算,并通过fsQCA方法分析环境变量的组合效应与实现高效率的关系。结果得出陕西省不同市(区)实现高质量发展的四条路径:西安、杨凌以科技为主导,注重宏观布局;榆林、延安、铜川以能源为支撑,注重结构优化;咸阳、渭南、商洛以扩大规模为契机,注重效率提升;宝鸡、汉中、安康以持续发展为推力,注重重点发展。Our country’s economy has shifted from a high-speed growth stage to a high-quality development stage,so it is more feasible to formulate high-quality development paths in various regions based on actual efficiency.Taking Shaanxi Province as an example,the economic development data in 2017 was selected,and the evaluation index system of high-quality economic development in Shaanxi Province is constructed through the method of research and interview,literature study and cluster analysis.The relative efficiency of high-quality development is calculated by the DEA method,and the relationship between the combined effect of environmental variables and the realization of high efficiency is analyzed by the fsQCA method.The results conclude that there are four paths for high-quality development in different cities(districts)in Shaanxi Province Xi’an and Yangling are dominated by science and technology,focusing on macro layout;Yulin,Yan’an,and Tongchuan are supported by energy and focus on structural optimization;Xianyang,Weinan and Shangluo are taking the opportunity to expand the scale,pay attention to the improvement of efficiency;Baoji,Hanzhong and Ankang take sustainable development as the driving force and pay attention to key development.
