摘　　要：近年来,在逆全球化背景下许多国家或地区针对蔬菜进口设置了不同程度的技术贸易壁垒,一方面,中国蔬菜出口方向出现了转移,其中RCEP国家及中国香港地区占据了主要份额;另一方面中国蔬菜产业颁布了一系列提升出口标准的法规。本文着眼于2000—2019年中国蔬菜主要出口地区的技术贸易壁垒程度,运用修正后的引力模型从整体、分地区分别分析了中国蔬菜产业提升出口标准对出口的影响。结果表明,这一系列举措对提升蔬菜产品出口有显著的影响作用,然而立足于区域层面,却有不同的效果。未来中国蔬菜出口方向将进一步向东亚区域集中,随着技术标准的提升,对欧盟出口比例也会有一定的扩大。建议中国对标国际标准,从重视技术法规数量转向技术法规的质量,进一步完善农产品供应链和物流体系,提升中国蔬菜产品国际竞争力,并通过外交减少通关阻碍,进一步降低技术贸易壁垒。In recent years,under the background of anti-globalization,many countries or regions have set up different levels of technical trade barriers for vegetable imports.On the one hand,the direction of China's vegetable exports has shifted,among which RCEP countries and Hong Kong,China occupy the main share;On the other hand,the Chinese vegetable industry has promulgated a series of regulations to improve export standards.This paper focuses on the degree of technical trade barriers in China's major vegetable export regions from 2000 to 2019,and uses the revised gravity model to analyze the impact of China's vegetable industry's improvement of export standards on exports from the whole and sub-regions.The results show that these series of measures have a significant impact on improving the export of vegetable products,but based on the regional level,they have different effects.In the future,the direction of China's vegetable exports will be further concentrated in the East Asian region.With the improvement of technical standards,the proportion of exports to the EU will also expand to a certain extent.It is suggested that China should benchmark against international standards,shift from focusing on the quantity of technical regulations to the quality of technical regulations,further improve the supply chain and logistics system of agricultural products,enhance the international competitiveness of Chinese vegetable products,and reduce barriers to customs clearance through diplomacy to further reduce technical trade barriers.
