西北五省城镇低保政策效应的影响因素分析

摘　　要：贫困与反贫困作为全球热点话题,长期受到国际社会的高度重视。21世纪以来,中国城市低保人口自2009年2345万人的高点逐年降低,城镇人口中城市低保人口比重自2003年高点以来也呈现逐年下降的趋势,2019年已降至0.01%。本文在福利经济学的视角下,采用双向固定效应模型和广义最小二乘法模型,对西北五省面板数据进行分析,检验了影响城市低保福利的重要因素,研究结果表明,经济增长对城市低保支出和覆盖率具有显著的负向影响,而国民收入初次分配对城市低保支出和覆盖率具有显著的正向影响,其次,教育水平也是影响城市低保政策的重要原因。As a global hot topic,poverty and anti-poverty have been highly valued by the international community for a long time.Since the 21st century,China's urban subsistence allowance population has been decreasing year by year since its peak of 23.45 million in 2009,and the proportion of urban subsistence allowance population in the urban population has also shown a downward trend since its high point in 2003,and it has dropped to 0.01%in 2019.From the perspective of welfare economics,this paper adopts the two-way fixed effect model and the generalized least squares model to analyze the panel data of the five northwestern provinces,and examines the important factors that affect the urban subsistence allowances.Subsistence allowance expenditure and coverage rate have a significant negative impact,while the primary distribution of national income has a significant positive impact on urban subsistence allowance expenditure and coverage rate.Secondly,education level is also an important factor affecting urban subsistence allowance policy.
