基于现场证据的四川省新冠肺炎防控措施动态调整

摘　　要：2019年底,武汉暴发新冠肺炎疫情后,基于对疾病认识的不断深入,国家卫生健康委员会及时出台和更新防控方案指导各地开展疫情防控。从现场调查到证据整合,再到形成国家方案,势必耗费较长时间。四川省基于现场证据,不等国家方案更新,及时调整具体措施,提前实施了密切接触者判定时间前推到感染者发病或检出阳性前3 d、无症状感染者与确诊病例同等管理、粪便标本核酸检测结果纳入出院和解除隔离标准、分区分类管控、圈层管控等措施,起到较好防控效果。提示各地方在应对新发传染病时,应谨慎研究,大胆探索“基于国家方案原则、依据现场确切证据、及时调整具体措施”的模式。After the outbreak of COVID-19 in Wuhan at the end of 2019,the Chinese central government timely issued its national prevention and control plan,which was continuously updated based on the deepening understanding of the cronovirus disease to guide local governments.The update of the national plan usually takes a long time,from on-site investigation,integration of evidence to the formation of articles.Sichuan province has been timely adjusting its specific measures based on field evidence,instead of waiting for top-down updates,and some measures implemented ahead of national plan had played better effects in prevention and control.Examples include:a)specifying the time point of determining someone’s close contacts as three days back before the inferred time of onset or one’s being tested positive,b)taking the same management measures for asymptomatic cases as confirmed cases,c)including nucleic acid detection results of stool specimens into the hospital-discharging and quarantine-relief standards,and d)stratifying control measures based on classified districts and the level of risk spheres.It suggests that when dealing with emerging infectious diseases,local governments should examine cautiously and explore boldly the mode of“adjusting specific measures in a timely manner based on the principles of national plans and on-site evidence”.
