摘 要:中国共产党党内监督制度是实现全面从严治党的重要途径,也是推进党的建设伟大工程的基础性制度保障。建党百年来,党内监督制度变迁经历了初步确立、曲折发展、稳步健全和成熟定型四个阶段。历史制度主义聚焦制度的变迁逻辑议题,借助这一理论视角有助于探索百年来党内监督制度变迁的制度环境、动力机制以及路径依赖,全面呈现党内监督制度的变迁逻辑。坚持党中央的集中统一领导、增强党内监督法规的执行保障机制、完善党内监督的方式和理念、健全以党内监督为主导的党和国家监督制度体系应当成为今后党内监督制度效能优化的路径选择。Inner-Party supervision system is an important way to administer the Party comprehensively with strict disciplines and a basic institutional guarantee for promoting the great project of Party building.In the past 100 years since the founding of the Party,the inner-Party supervision system has undergone four stages:initial establishment,troubled development,steady growth and mature formalization.Historical institutionalism focuses on the logic of institutional evolution;it helps to explore the institutional environment,dynamic mechanism and path dependence of the inner-Party supervision system evolution in the past hundred years,comprehensively presenting the logic of inner-Party supervision system evolution.Adhering to the centralized and unified leadership of the Party Central Committee,strengthening the execution and safeguarding mechanisms of inner-Party supervision regulations,improving the methods and concepts of inner-Party supervision,and improving Party and state supervision systems led by internal Party supervision should become the effectiveness optimization of the Party supervision system in the future path selection.
