土地流转何以提升农民的获得感——基于产权认知的视角

摘　　要：农民对土地产权的认知深刻影响了农民对土地的价值评判和市场体验,是影响土地流转中农民获得感的重要因素。土地流转锐化了农民的土地权益获得感,改善了农民的市场体验,从而增强农民的获得感和幸福感。农民在土地流转过程中能够产生被尊重感、公共事务参与感和“成人之美”的道德感,进而产生自我价值获得感、政治获得感和道德获得感。土地流转中农民获得感的生成过程表明,要锐化与提升农民获得感应注重农民在经济社会实践中的情感态度与体验,让惠农举措与农民的思想意识及认知水平相协调。同时,要提升农民获得感不仅要定向、定点地给农民带来实惠,而且要在市场经济中丰富农民的经济机会和集体决策的内容,让农民在亲身参与公共事务的过程中提升政治获得感。Peasants’cognition of land property rights exerts profound influence on evaluation of land and market experience,which is an important factor to affect peasants’sense of acquisition.Land transfer can sharpen peasants’sense of acquisition about land rights and improve their market experience and sense of acquisition and well-being.In land transfer,peasants have a sense of being respected,of participating in public affairs and enjoying the virtue of“helping others achieve success”,which leads to self-worth and political and moral acquisition.The generation of peasants’sense of acquisition in land transfer shows that the sharpening and improvement of peasants’sense of acquisition lies not only in their perception and evaluation of actual acquisition,but also in their emotional attitude and experience in a wide range of economic and social practice.Any measure to benefit peasants produces positive results only if it is coordinated with their ideological understanding and cognition.To increase peasants’sense of acquisition,we should not only bring tangible benefits to them,but also enrich their economic opportunities in the market economy.We should also pay attention to revitalizing collective assets and enriching the content of collective decision-making so as to improve their sense of political acquisition in participating in public affairs.
