摘　　要：为科学评估养殖场动物防疫条件审查场所选址风险,运用风险分析方法,识别了场址是否建设在禁养区以及场址的天然和人工屏障、对村民及环境影响等25个风险因素,采取资料审查、现场审核和评分的方式,对江陵县某生猪养殖场开展了风险评估。结果显示:该生猪养殖场有17项风险因素符合要求,但存在天然屏障不能起到物理隔离作用,人工屏障存在漏洞,距离交通主干线只达到规定条件的5%,养殖场栏舍不能长期全封闭等问题,动物疫病传入或传出风险高。最终评估为“经整改合格后同意”。需要采取修建消毒池和雨水收集池,加装防鼠墙实现闭环管理,运用智能化环境控制系统保持养殖栏舍长期全封闭等措施,消除动物疫病传入或传出风险。本次评估为实施动物防疫条件审查和养殖场申请办理动物防疫条件合格证提供了参考。In order to scientifically assess the risk of animal disease prevention in livestock farm site selection,25 risk factors including whether the sites were located in a forbidden zone,their natural or artificial barriers,and their influence on surrounding villagers and environments were identified by risk analysis,followed by a risk assessment on a swine farm in Jiangling County by means of review of data and site inspection as well as scoring.The results showed that 17 risk factors were qualified on the farm,although some shortcomings were identified,such as failure of its natural barriers as a physical isolation,gaps in its artificial barriers,close to main roads(only 5%of required distance),and failure of pens to be fully enclosed,etc.,posing high risk of introduction or transmission of animal diseases,which was finally evaluated as“approval after qualification under correction”.The above identified risk could be eradicated by a series of measures including building a disinfection pond and a rainwater collection pool,closed-loop management by installing a rat-proof wall,and remaining all pens fully enclosed by an intelligent environmental control system.A reference was thereby provided for future review of animal disease prevention conditions and application for relevant certificates by farms.
