摘　　要：本研究运用系统动力学方法,从科技创新、创业创新、体制机制、人才创新等系统的要素出发,在剖析系统要素间相互关系的基础上,构建了创新驱动经济高质量发展系统动力模型;以辽宁省为例,确定了系统模型参数及主要方程,在相关子系统上赋予财政、教育及科技等调控因子,利用Vensim PLE软件仿真模拟不同政策模式的实施效果。研究表明:在设定的模式及参数下,创新政策的实施与调整能够促进经济高质量发展;相比于基础模式和渐进发展模式,加大教育及科技投入等财政支出的跳跃发展模式,更有利于辽宁经济高质量发展。创新驱动发展战略是推动经济高质量发展的重要举措。The only way of high-quality economic development is to adhere to the innovation-driven development strategy.By using the system dynamics method,this study analyzed the relationship between system elements such as scientific and technological innovation,entrepreneurship innovation,institutional mechanism and talent innovation,,and constructed a system dynamics model for innovation-driven high-quality economic development and took Liaoning Province as a case to determine the parameters and main equations,while adding adjustment factors from finance,education,science and technology on each subsystem,taking Vensim PLE software to simulate different policy instruments.The result indicates that when models and parameters are given,the adjustment and implementation of innovation polices can often promote high-quality economic development,and compared with the basic model and the gradual development model,the leap development model can more easily promote high-quality economic development by increasing financial expenditure in education and science and technology.The innovation-reiven development is the important measure for promoting high-quality economic development.
