摘　　要：控制性详细规划更新优化既是新时期自上而下国家深化改革的深化要求,也是自下而上城市不断实践的现实需求分析国内现有"整体编制、一次审批""分层编制、分期审批"和"分层编制,通则管控"等控规模式,提出控规更新优化主要内容包括控规层面两规合一、强化规划传导、适应规划许可等方面,控规更新优化程序主要集中在完善审查机制,更新优化启动、评估、编制、审查和批准等环节。The updating and optimization of regulatory planning is not only the requirement of national reform from top to bottom in the new era,but also the practical demand of practice of bottom-up cities.Based on the analysis of the existing modes of regulatory planning in China,such as"overall organization,one-time approval","layered organization,staged approval"and"layered organization,general management and control",the main contents of updating and optimization of regulatory planning include the integration of two regulations at the regulatory planning level,strengthening planning transmission,and adapting to planning permission.The procedures of updating and optimization of regulatory planning mainly focus on improving the review mechanism,updating and optimization start-up,evaluation,preparation,review and approval.
