境外企业投建营一体化项目档案管理的问题与对策

摘　　要：“投建营一体化”已成为我国企业境外业务转型的重要方向,同时也对相应的档案工作提出了更高的要求。“投建营一体化”项目的自身特征与所处环境导致企业文档架构愈加庞杂,档案安全风险倍增,已无法继续实行粗放管理。“投建营一体化”项目档案工作存在针对性档案管理制度缺失,档案管理流程双重分散,缺乏有效经验和信息化建设处境尴尬等现实问题。文章建议从案例实证形成管理办法并试点优化;关注实体档案安全,因地制宜实行档案信息化;明确责任人与参与企业的权责范围;从长远发展的角度进行法律尽调四方面加以应对。Investment-Construction-Operation model has become an important direction for the transformation of Chinese enterprises'overseas business,and it also puts forward higher requirements for related archival work.The characteristics of the new model project and its environment have led to an increasingly complex document structure of the enterprise,and the risk of archive security has multiplied,making it impossible to continue extensive management.There are some practical problems in the archives work of the Investment-Construction-Operation project,including the lack of targeted archives management regulations and effective experience,the dual dispersion of archives management process,and the informationization in an awkward position.This paper proposes to formulate management methods based on case evidence and optimize them on trials;pay attention to the safety of archives physical condition and implement archival informationization according to local environment;clarify the scope of rights and responsibilities of the responsible person and participating enterprises;and conduct legal due diligence from the perspective of long-term development.
