赋能:档案工作服务重大疫情防控的目标取向

摘　　要：厘清档案工作服务疫情防控的目标取向,既有利于提升档案服务能力,又有助于科学应对同类突发公共卫生事件。通过分析档案工作服务疫情防控政策法规、理论研究及抗疫实践的演化与关系,提出档案工作“赋能”突发公共卫生事件的目标取向。认为可从树立底层赋能思维,体现档案专业贡献力;健全服务法规标准,量化档案服务效能;融入突发事件治理,提升档案服务能力三方面实现“赋能”目标。Clarifying the target orientation of archival service for epidemic prevention and control can not only upgrade archival service capacity,but also contribute to scientific response to similar public health emergencies.Based on the analysis of the policies and regulations,theoretical research and practice of epidemic prevention and control of archival work,putting forward the "empowering" objective orientation of archival work to epidemic prevention control.We can set up bottom empowerment thoughts to reflect the contribution of archival service;build the service regulations and standards,and quantify the efficiency of archive service;integrate into the emergency management and enhance the archive service ability to achieve the goal of "empowerment".
