摘　　要：新市镇是上海对政府管理最小单元(镇)的特定称谓,新市镇国土空间总体规划是上海国土空间总体规划体系中最基础的层次,在规划层级上处于规划管控体系末端,但在规划类型上则处于指导详细规划与村庄规划的前端。战略引领与管控约束的落差成为新市镇国土空间总体规划编制面临的挑战。文章通过剖析上海城乡体系中新市镇发展的现实,回顾上海新市镇国土空间总体规划编制的历程,提出上海新市镇国土空间总体规划编制的双维变革思路,即面向乡镇发展做加法,强化战略引领和资源统筹;面向规划提效做减法,强化向上协同管理和向下实施管理。New town is the title for the basic administrative unit of Shanghai municipal government,and its master plan is both fundamental in municipal planning governance and foremost in detailed plan and village plan.Therefore,coordination between strategic guidance and restrictive governance is a challenge for new town master plan.With a review of new town development and the evolution of its master plan compilation,the paper proposes a reform concept for town master plan at two dimensions:strengthening strategic guidance and resource integration by township administration;enhancing upward coordination and downward implementation to optimize the process.
