市级国土空间总体规划新增建设用地规模分解研究——以云浮市为例

摘　　要：在上位规划确定既定建设用地总规模的前提下,市级国土空间总体规划如何更加科学、公正地分解新增建设用地规模值得思考。文章在国土空间规划改革背景下,基于城市建设用地规模确定的新变化,对新增建设用地规模分解的重点考量因素进行分析,提出“一先、一落、二保、三统筹”的分解模型,并配套相应的实施保障措施,以期为市级国土空间总体规划新增建设用地规模分解提供思路。This article focuses on how the municipal-level territorial space planning decompose the scale of newly-added construction land more scientifically and fairly under the premise that the overall scale of the established construction land is issued by the upper authority.Based on the reform of territorial space planning and new changes in the determination of urban construction land,it analyzes the core factors that should be considered in the decomposition of newly-added construction land,and proposes a decomposition model of"one first,one implementation,two guarantees,and three coordination",supported by correspondent implementation measures.It is expected to provide references for the decomposition of the scale of newly-added construction land in territorial space master plan at city level.
