摘　　要：以协同布局为基础,促进协同发展、提升协同治理能力是空间规划改革的重点方向。在县域层面应用“发展、布局、治理”三位一体协同的规划方法,有利于完善规划的协同布局内容、提高规划的协同发展水平和协同治理能力。文章在分析区域协调发展、生态文明建设和空间治理现代化新要求的基础上,从协同的空间、内容和过程3个维度出发,提出了强化内外发展协同、深化横向布局协同和细化纵向治理协同3个层面的协同提升策略,并以紧邻雄安新区的定兴县为例进行实践探索。Spatial planning shall reform towards integrating coordinated layout,promoting coordinated development,and improving coordinated governance capability,which may be achieved at county level by“development,layout,governance”coordination.The paper analyzes the new requirements of coordinated regional development,ecological civilization construction,and spatial governance modernization,and proposes coordination improvement strategies in three aspects:internal and external development,horizontal layout,and vertical governance.The method is practiced in Dingxing county planning research for integrated development with Xiong’an new district.
