摘　　要：为了应对不断变化的犯罪形势,实现侦查工作的跨越式发展,公安机关需要持续推进智慧侦查建设。智慧侦查通过智能化技术和方法,在以人为本的理念指导下,实现对数据信息的深度处理和应用。从历史维度上看,智慧侦查是继传统手段侦查、信息化侦查与大数据侦查之后侦查工作发展的高级阶段。从发展逻辑上看,人化自然、社会形态的变化是智慧侦查产生的理论逻辑,犯罪结构与形态的变化、数据赋能等是智慧侦查的实践逻辑。当然,在智慧侦查建设过程中还存在侦查理念不适应、技术不适应、机制体制不适应等突出问题。因此,转变侦查理念、创新侦查体制机制、完善数据治理体系等是智慧侦查建设和完善的有效路径。In order to cope with the changing criminal situation and achieve a leapfrog development in the investigation work,the public security organs need to continuously promote the construction of smart investigation.Under the guidance of the people-oriented concept,the smart investigation utilizes the intelligent technology and method,realizing the in-depth processing and application of information data.From the historical perspective,the smart investigation is at an advanced stage in the development of the investigation work,following the traditional investigation,information investigation and big data investigation.From the perspective of development logic,the change in humanized nature and social form is the theoretical logic,which generates smart investigation.The changes in criminal structure and form,as well as data empowerment,are the practical logic of smart investigation・Surely,in the construction of smart investigation,prominent problems such as inadaptation of investigation concept,technology and mechanism and system still exist.Therefore,converting the concept of investigation,innovating the investigation system and mechanism and improving the data governance system are effective paths for the construction and improvement of smart investigation.
