摘 要:提出一种基于芯片防伪印章的数字印章技术原理和解决方案。在芯片防伪印章的基础上,通过密码技术形成一个虚实合一的“数字印章”,该“数字印章”不仅能够实现实体印章的本地验证,也可以实现异地防伪验证以及对文件上的盖章印文进行异地远程验证,还能够进行电子商务和政务活动中的网上签章和网上认证功能,实现网络虚拟印章与现实世界实体印章的真正完全融合。采用“数字印章签验平台”来进行印章的网上签章和认证的方案,并对相关应用场景进行了讨论。以数字印章签验平台的方式可以从根本上解决印章防伪的问题,降低打击制贩假印章的成本,减少企业在电子商务和政务活动中的交易成本,尤其有助于建立网络世界中的社会诚信体系。In order to fight against the forgery of seals,the Ministry of Public Security began to promote chip anti-counterfeiting seals(CAS)in March 2019.In the pilot stage,there were difficulties in seal verification and remote verification of seals and stamps,which made the project encounter some resistance.In order to solve these problems,this paper introduced a“digital seal”solution and technical principles based on CAS.This paper proposed that on the basis of CAS,a virtual seal and a real seal was merged into a“digital seal”through cryptographic technology.The“digital seal”could realize not only the local and remote verification of physical seal,but also the verification of the stamps on the document.It could also carry out online signature and authentication in e-commerce and e-government activities.Moreover,these online signatures need the combination of physical seals with CAS,which avoids the disadvantage of other“electronic seals”that completely disconnected from the physical seals,of which the only association with the physical seal was the image of seal stamp,which was easy to be copied and would have security risks.The digital seal based on CAS proposed in this paper realized complete integration of virtual seal on the network and physical seal in the real world.In order to facilitate the convenience of the majority of seal users,this paper also proposed a solution of“Digital seal Signing and Verification Platform”to sign and authenticate the seal online,of which the relevant application scenarios was also discussed here.The platform can fundamentally solve the problem of seal anti-counterfeiting,reduce the cost of the fight with the forgery of seals,reduce the transaction cost of enterprises in e-commerce and e-government activities,and especially helpful to establish the social integrity system in the network world.
