摘　　要：随着医疗卫生体制改革的不断推进,“药品零加成”成为改变公立医院“以药养医”的重要举措,取得显著成效,同时对公立医院的收支平衡、医疗服务质量和技术水平等产生较大影响。本文就药品零加成政策的实施现状、意义及公立医院运转过程中存在的问题来进一步揭示,并从政府和公立医院角度分别提出建议对策,以期为政府部门进一步制定和推进相关医改政策、为健全公立医院的运行新机制提供建议和参考,保障“药品零加成”政策的有效落实,达到更好的社会和经济效益。With the continuous reform of the medical and health system,“zero-markup drug”has become an important measure to change the“drug supported medical”in public hospitals,and has achieved remarkable results,meanwhile,it has a great impact on the balance of revenue and expenses of public hospitals,the quality and technical level of medical services,and so on.This paper further reveals the implementation status,significance and problems existing in the operation of“zero-markup drug”in public hospitals,and puts forward countermeasures from the perspectives of government and public hospitals respectively,hoping to provide suggestions and references for government departments to further formulate and promote relevant medical reform policies,to perfect the new mechanism of public hospitals,and to ensure the effective implementation of the“zero-markup drug”policy,so as to achieve better social and economic benefits.
