摘 要:区域医疗中心一般为区域综合性公立医院,代表政府承担着公共卫生、预防保健、应急保障等公共卫生职能,同时承担着重大突发公共卫生事件的应对工作,在发生重大突发公共卫生事件,特别是在发生甲型或乙型传染病疫情,区域医疗中心的自身现有资源无法有效应对时,需在政府牵头,多部门配合下,医疗中心为主体单位加强内外部因素和资源的协同,共同促进区域突发公共卫生事件应急处置后备医院/院区的紧急建设或改造工作,实现突发公公共卫生事件的有效、及时、安全的处置。通过对协同理论的研究及后备医院改造或建设过程外部协同中政府、公安、消防、通信公司各方作用发挥和内部协同中的人员、物资、制度、管理、信息等要素之间的协同要素分析及协同机制的建立,促进各子系统之间有序运转,从而实现“1+……+1>n”管理效应。在政府及社会资源外部协同和医院内部流程、人员和制度方面的协同配合下,从方案设计到改造完工只用了10 d即达到了交付使用条件,又经过8 d的磨合演练后正式投入使用。通过协同理论的有效应用,促进内外部协同因素的有序推进,在后备应急医院/院区建设或改造过程中实现流程优化、制度完善、人员配合、高效协同,圆满完成阶段性突发公共卫生事件处置任务,未发生安全事故及院内感染事件。Regional medical centers are generally regional comprehensive public hospitals, which undertake public health functions such as public health, preventive health care and emergency support on behalf of the government,and also undertake the response to major public health emergencies. In the event of a major public health emergencies, especially when A or B infectious diseases occurs, but the existing resources of the regional medical center cannot effectively cope with it, the coordination of internal and external factors and resources should be strengthened by the medical center as the main unit under the leadership of the government and the cooperation of multiple departments. Together, they promote the emergency construction or renovation of emergency backup hospitals/hospital areas in the region for emergency disposal to public health emergencies, so as to achieve effective, timely and safe disposal to public health emergencies.This paper studied the synergetic theory, analyzed the synergetic elements and the establishment of synergetic mechanism of the external synergy of government, public security, fire control and communication companies and the internal synergy of personnel, materials, system, management and information in the renovation or construction of backup hospitals, and studied how they promoted orderly operation among subsystems to achieve the “1+... +1> n”management effect. Under the synergy of external government and social resources and internal process, personnel and system of the hospital, it only took 10 days from the project design to the completion of the renovation to reach the conditions of delivery and service, and after 8 days of running-in exercise, it was officially put into use.Through the effective application of synergetic theory, we promote the orderly promotion of internal and external synergetic factors,and realize process optimization, system improvement, personnel coordination and efficient synergy in the construction or renovation of emergency backup hospitals/hospital
