“分区+分步”格局下“一主+四次”的吕梁城市团发展构想

摘　　要：吕梁城市团在建构过程中,需要基于“分区+分步”和“一主+四次”的发展格局,融入以太原市为中心的山西省城市群的中部凸起区,方山县、中阳县、汾阳市、交城县是四个子片区的核心。东坡底乡是“吕梁市-太原市”城市链上的重要节点,以其为核心通过整合腹地内的乡镇中心地发展次级城市团,在吕梁市与太原市间发挥纽带作用。吕梁市也是“太原市-榆林市-延安市”鼎足发展格局的连接点,在陕北与吕梁地区间构建跨行政区划的城市团。乡镇中心地在吕梁市城市团建设中发挥着底层支撑作用,这需要前瞻性地依托具有较好发展基础的乡镇中心地建设微中心,在县级中心地间扮演承接角色。吕梁市城市团可作为太原市西侧的副中心得到完善,在注重行政区划内不同层级中心地间的关系的同时,也要突破行政区划限制,着手构建跨行政区划的城市体系。In the process of city group construction,Lyuliang city group needs to integrate with the middle area(centered by Taiyuan),based on"section-by-section+step-by-step"and"one-primary+four-secondary"pattern,Fangshan county,Zhongyang county,Fenyang county and Jiaocheng county being respectively the center of four sub-sections.As an important node of"Lyuliang-Taiyuan"urban chain,Dongpodi town serves as core,integrating with township centers in the hinterland and developing sub-urban group.Lyuliang city is also the join point of tripartite situation among Taiyuan city,Yulin city and Yanan city,building urban group across administrative districts between the west area of Shanxi and the north area of Shaanxi.Township centre plays an underlying support role in the process of constructing Lyuliang urban group,which needs to depend on micro center construction based on the township centers with good prospective,undertaking the linkage role among county-ship centers.Lyuliang urban group can be function as the vice center on the west side of Taiyuan city,in the process of development,on one hand,the relationship among different level center within the administrative area,on the other hand,the administrative division limit should be broken through,and setting out to build the city system across the neighbor administrative divisions.
