建设项目用地规划分析过程中点位误差和面积误差的评定方法

摘　　要：审核建设项目用地是否符合土地利用总体规划,是自然资源主管部门的一项重要职责。目前,现有的法律法规、规范性文件和技术标准中对如何判定建设项目用地是否符合土地利用总体规划尚无明确规定,各地自然资源主管部门在审核建设项目用地是否符合土地利用总体规划时无明确的审核标准,完全依靠审核人员自己把握,不可避免地会造成审核标准不一致的情况。本文从误差精度分析出发,提出了一种点位误差和面积误差的评定方法,并以误差阈值作为判定标准进行了实例分析。分析结果表明,采用该方法能够准确判定建设项目用地是否符合土地利用总体规划。该方法的提出对自然资源主管部门开展建设项目用地是否符合土地利用总体规划审核标准的界定具有参考意义。It is an important responsibility of the department in charge of natural resources to verify whether the land used for construction projects conforms to the general plan for land use.At present,there are no clear regulations in the existing laws,regulations,normative documents and technical standards on how to determine whether the land used for construction projects conforms to the general plan for land use,and there is no clear standard for verifying whether the land used for construction projects conforms to the general plan for land use by the department in charge of natural resources in various regions.The examination and verification entirely depends on the verifier themselves,which will inevitably lead to inconsistent standards for the examination and verification.Based on the error accuracy analysis,this paper puts forward a method for evaluating the point error and area error,and uses the error threshold as the judgment standard for example analysis.The analysis result shows that this method can accurately determine whether the land used for construction projects conforms to the general plan for land use,and the proposal of this method has reference significance to the definition of whether the land used by the department in charge of natural resources to carry out construction projects meets the review standards of the general plan for land use.
