陕西省水贫困与经济贫困耦合分析

摘　　要：为探究区域水贫困与经济贫困的相互作用关系,以陕西省县级行政区为基本研究单位,基于优化决策的主客观综合赋权模型,从经济基础、产业结构、教育和医疗4个方面构建陕西省农村经济贫困综合测度指标体系,从资源禀赋、水利基础设施、使用情况、利用能力、生态环境5个方面构建陕西省农村水贫困综合测度指标体系。采用耦合模型、相关系数及因果检验法进行水贫困和经济贫困综合测度及其耦合关系分析。结果表明:多数县(市)水贫困状态与经济综合贫困状态较为匹配,极度耦合为主要耦合类型;21个县(市)水贫困与经济贫困的耦合程度明显升高,19个明显降低,均位于关中地区;非贫困县水贫困与经济贫困测度的相关系数较大,而贫困县相关系数较小;在全省水平或贫困县水平上,经济贫困导致水贫困的发生。In order to explore the interaction between regional water poverty and economic poverty,this paper took the county-level administrative districts of Shaanxi Province as the basic research unit,based on the subjective and objective comprehensive empowerment model of optimal decision-making,and constructed a comprehensive measurement index system of rural economic poverty in Shaanxi Province from four aspects of economic foundation,industrial structure,education and medical care and a comprehensive measurement index system of rural water poverty in Shaanxi Province from five aspects of resources endowment,water conservancy infrastructure,utilization,utilization capacity,and ecological environment.It adopted coupling model,correlation coefficient and causality test method to analyze the coupling relationship of comprehensive measures of water poverty and economic poverty to provide support for poverty alleviation.The results show that most counties have relatively matched water poverty status and comprehensive economic poverty status,and extreme coupling is the main coupling type,which located in Guanzhong area;non-poor counties have a large correlation coefficient between water poverty and economic poverty measures,while poor counties have a small correlation coefficient;at the provincial level or the level of poor counties,economic poverty leads to the occurrence of water poverty.
