摘　　要：行贿记录查询制度是进入21世纪后中国治理行贿的一项制度创新,充分展示了中国反行贿的坚定决心和政治智慧。该制度的形成具有特殊的时代背景,经历了上下结合互动、覆盖范围从点到面、录入信息从宽变窄、制度从无到有到多、建设主体从司法机关向纪检监察机关转变的过程。与20年前相比,当前中国的社会心理已发生很大变化,制度性和技术性变革影响行贿治理政策的选择。新时代完善行贿记录查询制度,需要对行贿人全覆盖并全领域应用,合理定位制度的对外功能,有区别地选择行贿记录查询方式,依据《监察法》完善相关法律体系,运用新技术使系统更便捷。The bribery record inquiry system is an institutional innovation in China's governance of bribery just after entering the century,which fully demonstrates China's firm determination and wisdom in combating bribery.The formation of the system has a special era background,which has experienced the process of combination and interaction from top to bottom,coverage from point to area,input information from wide to narrow,system from nothing to many,and the transformation of construction subject from judicial organ to discipline inspection and supervision organ.The current era is very different from the past two decades,great changes have taken place in social psychology,and institutional and technical factors affect the choice of bribery governance policy.To improve the bribery record query system in the new era,we need to cover all bribers and apply it in all fields,reasonably locate the external function of the system,select the bribery record query method differently,improve the relevant legal system according to the Supervision Law,and use new technologies to make the system more convenient.
