基于演化博弈视角的健身休闲产业监管策略探究

摘　　要：后疫情时代,健身休闲成为人民对美好生活的重要需求。在论述体育主管部门、地方政府和健身休闲企业在行业监管中主体行为的基础上,构建健身休闲市场监管的三方演化博弈模型,通过Matlab软件进行模型求解和稳定性政策研究,以期为健身休闲产业监管政策的制定与实施提供参考。结论:1)当体育主管部门提供充足的监管依据和政策时,地方政府的监管力度和执法水平不足会限制其对健身休闲市场的治理效果。2)当地方政府缺乏监管健身休闲产业的依据和政策时,其会因独立监管的成本较高而倾向于选择消极监管策略。3)完全静态奖罚方案显露出地方政府市场监管体制僵化的弊端,是体育市场监管效率较低的重要原因。4)根据政策实施效果的考核结果进行及时调整的动态监管策略更加适用于我国健身休闲市场监察监管体系。在此基础上,从3个方面提出建议:树立行业标准,给与管理依据;加强体育执法,提升治理水平;破除僵化机制,实施动态监管。In the post-epidemic era,fitness and leisure have become an important demand of people for a better life.On the basis of discussing the subject behaviors of sports authorities,local governments and fitness and leisure enterprises in industry regulation,a three-party evolutionary game model of fitness and leisure market regulation is constructed,and model solving and stability policy research are conducted by Matlab software,with a view to providing reference for the formulation and implementation of fitness and leisure industry regulation policies.The results show that when sports authorities provide sufficient regulatory basis and policies,the lack of local government's regulation and enforcement level will limit its effectiveness in governing the fitness and leisure market.When local governments lack the basis and policies to regulate the fitness and leisure industry,they will tend to choose a negative regulatory strategy due to the high cost of independent regulation.The completely static reward and punishment scheme reveals the local government market regulation.The dynamic regulatory strategy of timely adjustment according to the assessment results of policy implementation is more applicable to the monitoring and supervision system of fitness and leisure market in China.On this basis,suggestions are made in three aspects,establishing industry standards to give basis for management,strengthening sports law enforcement to improve governance,and breaking the rigid mechanism to implement dynamic regulation.
