摘 要:“十四五”期间,水环境工作重点也从水环境转向水生态,水生态环境控制单元分区划分是推行流域水生态环境精细化管理的科学、有效的技术手段。本文经过调研上海市水生态环境分区管控的历程,结合上海平原感潮河网的水文、水生态环境的特点,从水利片调度、海陆统筹、流域统筹等方面提出了适用于上海市水生态环境管控制单元划分工作的要点,为“十四五”期间我国平原河网地区划分水生态环境控制单元、落实水生态环境精细化管理提供技术支撑。During the 14th Five-Year Plan period,the focus of water environmental work has shifted from water environment to water ecology.Zoning of water ecological control units is a scientific and effective technical means to promote lean management of water ecological environment in river basins.This paper investigates the process of water ecological environment zoning control in Shanghai.Combined with the hydrology and water ecological environment characteristics of tidal river network in Shanghai plain,it puts forward the key points of water conservancy project scheduling,land and sea overall planning,river basin overall planning,etc.,which provides technical support for the division of water ecological environment control units and the implementation of lean water ecological environment management in plain river network areas in China during the 14th Five-Year Plan period.
