合规不起诉案件检警衔接问题研究

摘　　要：检警双方的顺利衔接是合规不起诉改革的必要前提,对于保护民营经济和提高案件办理效率也具有重大意义。随着合规不起诉改革试点范围的扩大,检警衔接逐渐暴露出若干亟待解决问题。完善合规不起诉中检警衔接机制应将合规考察纳入立案侦查程序,提升检察监督效果,建立检警办案信息互联互通机制。The smooth connection between the prosecutors and the police is a necessary prerequisite for the reform of non-prosecution,and it is also of great significance to protect the private economy and improve the efficiency of case handling.As the scope of the non-prosecution reform pilot expands,the connection between prosecutors and the police has gradually revealed a number of practical problems that need to be solved urgently.The suggestion to improve the connection mechanism between procurators and the police during compliance and non-prosecution is to incorporate compliance inspection into the case filing and investigation procedures,so as to improve the effect of prosecutorial supervision,and establish a mechanism for information interconnection between prosecutors and the police to handle cases.
