摘　　要：大力发展战略性新兴产业,引领和带动传统产业转型升级,是当前河北省构建现代化产业体系的迫切需要。河北省战略性新兴产业发展中存在产业结构布局不科学、产业层次不高端、创新能力不足、人才资源匮乏等问题。应正确处理立足当前与着眼长远、传统产业与战略性新兴产业、内生动力与外生动力以及大企业和小企业之间的关系,通过科学合理规划产业布局、聚焦集群化特色化发展、增强自主创新能力、加强科技创新平台建设、促进产学研用协同创新、完善创新管理机制、推进数字化转型等措施,加快推进战略性新兴产业高质量发展。It is an urgent need for Hebei Province to build a modern industrial system to vigorously promote strategic emerging industries and the transformation and upgrading of traditional industries.In the development of strategic emerging industries in Hebei Province,there are some problems such as unscientific industrial structure,low industrial level,lack of innovation ability and human resources.The relationships between the present and the future,traditional industries and strategic emerging industries,endogenous and exogenous forces,and large and small enterprises should be properly handled.To solve the above problems,it is needed to improve scientific and reasonable industry structure,focus on cluster characteristic development,enhance the ability of independent innovation,by strengthening the construction of innovation platform,promoting collaborative innovation and digital transformation,improving innovation management mechanism.Only in this way,can the development of strategic emerging industries to be achieved with high quality.
