摘　　要：权力是大学治理中“府学关系”的实质,政府与大学权能的调适形态是影响现代大学治理的重要变量。实践中,不同文化模因、政治属性和生态境况下大学治理中的“府学关系”模式具备不同的制度功能。基于政府与大学的权能博弈,可以将其分为平衡型、协调型、契约型和授权型四种治理模式。面对全球化、普及化背景下世界一流大学建设的时代命题,我国亟须从顶层设计方面重构“模式优势”,调控大学治理“府学关系”的权力结构:厘清权力清单,建构动态制衡的法权治理结构;规约权力天平,建立教育“中间机构”;引入多元权力主体,避免大学治理的政治化、公司化,实现大学“理想的可治理性”。Power is the essence of the relationship between government and university in university governance,and the adjustment form of government and university power is an important variable affecting modern university governance.In practice,different cultural memes,political attributes and ecological situation,and the relationship between the government and the university have different institutional functions.Based on the power game between government and university,it can be divided into four governance modes:balance,coordination,contract and authorization.Facing the era proposition of world-class university construction under the background of globalization and popularization,China needs to reconstruct model advantage from top-level design,regulate the power structure of university governance relationship between the government and the university.We need to clarify the list of powers,construct a dynamic balance of legal power governance structure;regulate balance of power and establish intermediate institutions of education,introduce multi power subject,avoid the politicization and company of university governance,and realize the ideal governing rationality of University.
