摘　　要：围绕自然资源综合调查如何科学有效支撑资源环境承载能力和国土空间开发适宜性评价,文章以河北承德市为研究区,在自然资源综合调查数据分析基础上,总结承德市资源环境禀赋特征,开展基于自然资源综合调查的生态保护重要性、农业生产适宜性及承载规模、城镇建设适宜性及承载规模评价技术路线制定,研究不同自然资源环境条件与地质背景调查分别支撑各单项评价中的哪些要素,得出各类评价结果,分析现状问题和风险,识别潜力空间,为自然资源综合调查支撑市级尺度“双评价”提供了经验借鉴。Focusing on how to support the resource and environmental carrying capacity and the suitability of land spatial development through comprehensive survey of natural resources scientifically and effectively,this paper summarizes the characteristics of resource and environment endowment and formulates the technical route for the evaluation of the importance of ecological protection,the suitability of agricultural production and carrying scale,the suitability of urban construction and carrying scale based on the analysis of comprehensive survey of natural resources,in order to explore the relationship between corresponding element in each single evaluation and different natural resources,environmental conditions and geological background respectively,taking Chengde City,in Hebei Province,as the research area.Through above researches,various evaluation results are formed,problems and risks are identified,and potential space is located,which provides an experience reference for the comprehensive survey of natural resources to support the municipal-scale double evaluation.
