国有资本份额与行业全要素生产率的关系及竞争框架的确立

摘　　要：根据2002—2017年的中国工业分行业数据,运用固定效应回归模型研究非国有资本份额对行业全要素生产率的影响,并探究国有资本份额与全要素生产率的关系。研究结果表明,无论产业性质如何,充分竞争对全要素生产率皆有促进作用,但强度上存在差异;与垄断性行业相比,在政府偏爱国有行业和市场开放行业中非国有资本份额和全要素生产率存在正相关关系,且正向调节作用在市场开放行业中正相关关系显著。因此,建议稳妥推进国有企业国有资本运营体制改革,深化国有企业混合所有制改革,采取差异化的分类改革策略,平衡和协调产业政策同竞争政策的关系,思考如何把国有企业纳入竞争政策的框架。Based on the data of China’s industrial sectors from 2002 to 2017, the fixed effect regression model is used to study the impact of non-state-owned capital share on industry total factor productivity, and to explore the relationship between state-owned capital share and total factor productivity. The results show that no matter what the nature of the industry is, full competition can promote TFP, but there are differences in intensity;Compared with monopoly industries, in state-owned industries favored by the government and market opening industries, there is a positive correlation between non-state-owned capital share and total factor productivity, and the positive adjustment plays a significant role in the positive correlation of market opening industries. Therefore, this paper suggests that it is necessary to steadily promote the reform of state-owned enterprises and state-owned assets, deepen the reform to introduce mixed ownership in SOEs, adopt differentiated classification reform strategy, balance and coordinate the relationship between industrial policy and competition policy and consider how to bring state-owned enterprises into the framework of competition policy.
