摘 要:实现“双碳”战略目标的绿色和低碳发展,协同经济社会增长与碳减排,是全社会的系统工程。碳排放与产业紧密相关,我国低碳发展战略可优先调整产业结构,通过聚集更多高价值、低碳排放的高科技产业,降低单位GDP的能耗和碳排放。与许多发达国家相比,我国单位经济产值的能耗显著偏高,长时间内节能降耗将是协同经济发展和碳减排的优先途径,潜力巨大。提升能源效率,增加可再生能源和非碳能源供给是实现能源供给低碳化的必然选择。该文还分析了我国潜在可实现年亿吨规模以上碳减排的生物质及有机废弃物低碳化利用和增加光合作用固碳能力的其它可能减碳途径。It is a systematic project for the whole societyto achieve the green and low-carbon development of the"dual-carbon"strategic goal,and coordinate economic and social growth and carbon emission reduction.Carbon emission is closely related to industry.China’s low-carbon development strategy should give priority to adjusting industrial structure and reducing energy consumption and carbon emission per unit GDP by gathering more high-value and low-carbon high-tech industries.Compared with many developed countries,China’s energy consumption per unit of economic output value is significantly higher,and energy saving and consumption reduction will be a long-term priority for coordinated economic development and carbon emission reduction,with hugepotential.Improving energy efficiency and increasing the supply of renewable energy and non-carbon energy are the inevitable ways to realize the low-carbon energy supply.This paper also analyzes other possible ways to reduce carbon in the low carbon utilization of biomass and organic wastes that can potentially achieve annual carbon emission reduction above 100 million tons and increase the carbon sequestration capacity of photosynthesis.
