摘 要:能源合作作为“一带一路”建设的重中之重,对推动我国能源行业优势产能走出去,为“带路”国家清洁能源资源有效利用提供契机,实现“带路”国家能源结构低碳转型具有重要意义。该文在梳理我国光伏产业发展现状的基础上,分析了“带路”国家光伏产业在发展过程中存在的技术落后、标准缺失、政策协调机制不完善、投资困难和人才短缺等问题。针对存在的问题,从输出优势技术结合政策规划和助力人才培养等方面提出对策建议。Energy cooperation is the top priority of"the Belt and Road Cooperation Initiative"(BRI)construction,which is of great significance to promote Chinese advantageous capacity of energy industry to go global,provide opportunities to effectively utilize clean energy resources for BRI countries,and realize the low-carbon transformation of energy structure in BRI countries.On the basis of summarizing the development status of photovoltaic industry in China,the authors analyze the problems existing in the development process of photovoltaic industry in BRI countries,such as backward technology,lack of standards,imperfect policy coordination mechanism,difficult investments and talent shortage.In view of the above problems,countermeasures and suggestions from the aspects of exporting superior technology combined with policies and talent trainingare put forward.
