摘　　要：战略性矿产是国家资源宏观调控和监督管理的重点对象,需加强战略性矿产研究,明确自身优势和薄弱环节。战略性非金属矿产是指在一定时间期限内,对保障经济发展、国计民生与国家安全具有重大意义、存在供应风险或在国际上具有市场优势的非金属矿产。萤石矿、高纯石英原料矿、晶质石墨矿、硼矿、金红石矿、重晶石矿、叶蜡石矿、硅藻土矿、石榴子石矿、金刚石矿和泥炭矿等11个矿种列为战略非金属矿产,对其重要性及用途、资源供需形势等进行研究,为国家制定勘查投入规划及制定矿业发展政策提供参考。对于完善全国矿产资源规划中的战略性矿产资源目录、为国家相关产业政策制定提供借鉴参考具有重要意义。Strategic mineral resources are the key object of national macro-control and supervision of resources,so it is necessary to strengthen the study of strategic mineral resources and identify its own advantages and weaknwsses.Strategic non-metallic minerals refer to the non-metallic minerals that are vital to national economic development,national economy,people's livelihood and national security within a certain period of time,exist supply risks or have market advantages in the international market.11 kinds of non-metallic minerals including fluorite,high purity quartz,graphite,boron,rutile,diatomite,pyrophyllite,garnet,diamond,peat,and barite are recommended as strategic non-metallic minerals.They are important and serve multiple purposes in resource supply and demand situations,for countries to develop exploration investment planning,and provide a reference for the mining industry development policy.It is of great significance to perfect the catalogue of strategic mineral resources in national mineral resources planning and provide a reference for the formulation of relevant national industrial policies.
