论党的组织法规制度建设内在逻辑与功能定位

摘　　要：党内法规与党内法规制度在内涵与外延上有所不同。党的组织法规制度是规范党的各级各类组织之结构与功能的规章制度总称,是党内法规制度体系的重要组成部分。党的组织法规制度建设表征党的组织法规制度体系化建构,是包括“价值—制度—过程”三位一体的目标体系,呈现价值逻辑、制度逻辑、实践逻辑三层结构,限定其五方面功能,即为党组织在组织力内在要求上优化党的组织体系及其运行机制和增强组织力、组织管理主观要求上提升管党治党能力、组织运行规范要求上保持党的优良传统和作风、组织协调系统要求上加强和完善党的领导、组织功能政治要求上实现党和国家的长治久安提供基础性制度保障。The inner-party laws and regulations are different in connotation and extension.The party’s organizational laws and regulations are the general name of the rules and regulations that regulate the structure and functions of various organizations at all levels of the party.They are an important part of the inner-party laws and regulations system.The construction of the party’s organizational laws and regulations system represents its systematic construction.It is a trinity target system including“value-system-process”,showing a three-tier structure of value logic,system logic and practical logic,which provided five functions to optimize the party’s organizational system and it’s operating mechanism,enhance organizational strength,improve the ability of managing the party Maintain the party’s fine tradition and style,strengthen and improve the party’s leadership,and provide basic institutional guarantee for the long-term stability of the party and the country.
